These adjustments are not without problems. The reduction of subsidies in the health sector has caused shortages of medicines and personnel in public hospitals. Salary cuts and staff layoffs in such important areas as the Tax Administration System have further weakened the meager collection capabilities of the federal government. The government has also transformed a number of existing social programs. It replaced conditional cash transfer programs with the direct provision of economic support, especially to young people, the elderly and people with different abilities. Although the budget items for social programs have increased, as of the third quarter of 2019 the government had under-executed its social spending by about 2.5. In other cases, the financial aid in cash has not been enough to replace the lost benefits, as happened with daycare support for low-income mothers, which was replaced by a single Whatsapp Mobile Number List dollars per month per family. The monetary transfers are emblematic of the government's will to put social equality at the center of public policy. However, the support could become a new base of clientelistic policies, one of the most negative aspects of the old political regime. For example, today there are no reliable or transparent registers of beneficiaries. And, at least for now, there is little evidence that these policies are producing results. After 10 months, and with close to a million people enrolled in the program, the initiative has been able to place only 15,000 young people in jobs.
